353151d09a Update Debian version in system_requirements.rst 
If we recommend a Debian operating system, it would be better to use a version that already ships a php version that is supported by NC.

https://wiki.debian.org/PHP#Available_versions

Not sure if you do some specific tests on a Debian setup and to claim to support it, you would need to adjust the version as well.

Perhaps backport to NC26 as well.

cleanup: user_manual .po files 
They are duplicates of the .pot files.
Transifex used to create `.pot` files and then switched to `.po` about one year ago.
We only need one version and now update the `.pot` files.

fix: apply transifex updates to pot files as well 
Transifex switched to using `.po` file extensions about a year ago.
Copy the `.po` files on top of the outdated `.pot` files.

I.e. use the latest translations that were available
when stable27 was branched off.
