b942a5d599 Fix default shells for root and admin users based on what the usermanager 
in RELENG_1 appears to set it to
Set default password to pfsense again in hopes that this is all that is
stopping us from logging in as root after enabling ssh

013c1fb0bf * Use /bin/sh for root login 
* Use /bin/csh for option 8 shell to avoid respawning the /etc/rc.inintial script
