6fdd14cd12 Update section Manual Upgrade Procedure 
I changed the order of steps to perform the manually upgrade. The third party applications have to be disabled first. After putting the the server in maintenance mode it isn't possible to disable the apps. At second I have adjusted the enumeration.

e049dab2cc Migration: data files' timestamp should be kept 
Currently the migration doc only mentioned copying data files to the new
machine. However, if the data files are copied naively, all the clients
will redownload all the files after the migration is done. The migration
doc should mention this point.

The PostgreSQL database may not be called owncloud.
I propose to use [db_name] as for the MySQL command line.

328cd809b0 Add user_management and update app configuration pages 
Currently, user_management page is on user_manual (written by @lateral-thinker).
This commit updates the page and moves it into admin_manual.

This commit also updates app configuration page with the new information.

backup.rst improved with code coming from previous version of update.rst. Every backup now as a date. rsync preserves ACLs, extended attributes (like SELinux attributes).
