fix(admin): Update Desktop client config interval default values 
* Updated `notificationRefreshInterval` default interval value (was changed in nextcloud/desktop#4426
* Added sec / min / hr equivalents for quickly referencing by those that don't deal in msec (similar to what we do for bytes->MB).
