While setting up a local dev checkout of nextcloud/server, I noticed that the part about creating the 'config' directory is outdated: this directory already exists in the repository and doesn't need to be created during setup. Apparently Sphinx doesn't like that we use the same name multiple times, though the link pointed to different URLs. https://github.com/sphinx-doc/sphinx/issues/3921#issuecomment-315581557 suggests using `__` for "anonymous references".
