Update mysql_4byte_support.rst

To clarify needed mysql user privileges.
I am not quite sure if this also applies to <code>ALTER DATABASE nextcloud CHARACTER SET utf8mb4 COLLATE utf8mb4_general_ci;</code> in mysql section 3.
