Hartmnt 8e3e885b8a MAINT: Drop user and group info from tarball 
Previously, tarballs created from our script would
contain user/group info from the host system.
This could be verified by running:
``tar -tvf <file>``

This commit adds an explicit tarinfo filter
to drop username and groupname automatically.
